Ask two editors how to zoom in Premiere Pro and you will get two different answers, because there are two different things going on. One is zooming your timeline so you can see your cuts. The other is zooming into the picture itself. Both matter, and most tutorials only cover one.
This walks through both, then the method that actually saves time on a real edit: putting the zoom on an adjustment layer so it can be copied onto any clip in the sequence.
Zooming your timeline
Press the plus key to zoom in on the timeline and the minus key to zoom out. That is the whole thing. You can also drag the zoom bar along the bottom of the timeline panel, or hold Alt and scroll the mouse wheel over it.
This changes nothing about your edit. It only changes how much time is visible on screen, which matters when you are trimming a cut down to a few frames and need the clips wide enough to grab.

Fill Frame and Fit to Frame
Before you touch a scale value, know these two. Right-click a clip in the timeline and you will find Set to Frame Size options.
Fill Frame scales the clip until it covers the entire frame. Anything that falls outside gets cropped. Fit to Frame scales it until the whole image fits inside the frame, so nothing is cropped, but you can end up with bars at the sides. The difference is obvious the moment you drop vertical footage into a horizontal sequence: Fill Frame crops the top and bottom off a tall shot, Fit to Frame shows all of it with black either side.
Zooming into the picture
Select the clip, open Effect Controls from the Window menu, and twirl open Motion. Scale is your zoom: 100 is normal, and pushing it to 110 or 115 gives a subtle punch in. Position lets you reframe afterwards so your subject is not sitting off centre.
To animate it, click the stopwatch next to Scale. That sets a keyframe at the playhead. Move forward a second or two, change the Scale value, and Premiere creates a second keyframe and animates between them. Play it back and the shot slowly pushes in.
Pro Tip: Scaling above 100 on 1080p footage softens the image, because you are enlarging pixels that are not there. Shoot in 4K and edit in a 1080 timeline and you can push in a long way before anything looks soft.
The pro way: zoom on an adjustment layer
Scaling a clip works, but the zoom is welded to that clip. Change the clip and the work goes with it. Want the same move on five other shots? You do it five more times.
Instead, make an adjustment layer. In the Project panel, use the New Item button and choose Adjustment Layer, then drag it onto the track above your footage and stretch it over the clips you want affected.
Now go to the Effects panel, find the Transform effect under Distort, and drag it onto the adjustment layer. Transform has its own Scale property, and because it lives on the layer above, scaling it zooms everything underneath. Animate that scale exactly the same way, with the stopwatch.
Here is the payoff. Hold Alt, drag the adjustment layer to another part of the timeline, and you get an identical copy. The same zoom, on a completely different shot, with no rebuilding. Change your mind about the timing and you edit one layer instead of every clip.
Pro Tip: Use the Transform effect rather than the built-in Motion controls when working on an adjustment layer. Transform is a real effect that renders on the layer, which is what lets it act on everything underneath.
Building the adjustment layers faster
The one clumsy part of that workflow is making the adjustment layers. New Item, choose the type, confirm the settings, drag it up a track, stretch it to length, and repeat for every section that needs one.

What I actually do on a real edit
On a talking head cut, I build one adjustment layer per section where the energy needs lifting, and animate a slow push of about eight percent across it. Slow enough that nobody consciously notices, big enough that the shot feels alive. Then I Alt drag that layer to the other sections and adjust the length.
On b-roll I am usually doing the opposite: starting slightly zoomed in and pulling back out, so the shot opens up as it plays. Same setup, reversed keyframes.
The thing worth internalising is that a zoom is rarely a one-time decision. You will change your mind about the amount, the timing, or which shots get one. Building it somewhere you can edit once, instead of on twenty separate clips, is the entire difference between a five-second change and a twenty-minute change.
Four things that go wrong
The zoom looks soft. You scaled past 100 on footage that has no extra resolution to give. There is no fix in the edit, only in the shoot: record at a higher resolution than you deliver, and the headroom is there when you want it.
The zoom moves in steps instead of smoothly. Your keyframes are linear and the move is too fast for the duration. Select both keyframes, right-click, and apply Ease In and Ease Out, then spread them further apart. A push that reads as smooth is usually slower than you think.
The adjustment layer does nothing. Two usual causes. It is on a track below your footage rather than above, so it has nothing to act on. Or you added Motion values instead of a Transform effect: the built-in Motion controls transform the layer itself, and an adjustment layer has no image of its own to move.
The zoom cuts off at the wrong place. The adjustment layer is a clip like any other, so its length decides which frames it affects. Trim its edges to line up with the cuts you want covered, or use one layer per cut so each shot gets its own move.
Pro Tip: If you want the same push on every shot but with different timing, build it once, Alt drag copies onto each clip, then slide the keyframes inside each copy. The look stays consistent while the pacing follows the edit.
